Paulding County, Georgia, Overcomes Obstacles to Build an Enterprise GIS

Paulding County, Georgia, northwest of Atlanta, is the 10th fastest growing county in the United States. Over the last two years, Paulding County's IT/GIS Department rallied multiple departments--Public Works, Department of Transportation, Tax Assessor, Community Development, and Public Safety--to conceptualize and build an enterprise-wide GIS in an ArcSDE 9 environment with SQL Server. This presentation will focus on how the county overcame differing agendas, wish lists, personalities, politics, security and trust issues, varying levels of technical proficiency among users, etc., and review the steps necessary in developing, implementing, and maintaining a successful enterprise GIS at a county level. The presentation will go over the lessons learned when developing the design to how these same agencies contribute to the maintenance process in this new enterprise environment.
