Evaluation of Potential Flood Areas Utilizing GIS
Track: Disaster Mangagement and Emergency Response
Author(s): Zhuping Sheng, Joshua Villalobos

Counties of Far West Texas and Southern New Mexico are historically arid regions with low chances of large scale flooding. Therefore flood mitigations and evaluations for these regions are either lacking or outdated. Our study investigated the potential losses and affected areas within these regions using integrated GIS if a rapid large scale flood was to occur due to failures of flood-control systems. GIS was used to integrate data collected from several sources at city, state and national levels, which include property assessment records, census data, aerial photography, satellite imagery, DEM, and FEMA FIRMs. The challenge and goal of this project was to develop a method of investigation utilizing GIS for regions with little to no digital spatial data available.
