Location Reference Systems for Florida Roadway Crashes

A review of many traffic crash-reporting systems has identified the importance of accurate crash location. As part of an ongoing study on location referencing systems for the crashes on Florida roadways, two location schemes are proposed (with integration between them)--at the network level and the accident level. The network level is a GIS-based representation of the accident site on a network of roadways. The accident level is a more detailed location and mapping of the accident, including the point of impact, vehicle tire skid marks, final positions, etc. Linear and spatial referencing techniques are being investigated for the network level locations including geocoding in both urban and rural areas and improvement of the traditional node-based location system. Accident level location and mapping involve use of accurate GPS devices to capture data and use of orthomaps. Implementation platforms include ArcGIS, MapObjects, and ArcPad, with customization using Microsoft Visual Basic.
