Increase Revenue by Integrating GIS and Document Management

Alejandro Catalán, director of cartography for the city of Acapulco, will share with participants the city's roadmap for successfully increasing tax collection more than 137 percent in the past 3 years with its Esri GIS-Laserfiche integration. The city of Acapulco links ArcView/ArcIMS to its document management system to better calculate the property value of and the property tax for luxury condos in its Gold and Diamond Coast areas. The integration allows tax assessors to access a land and property registry archive of more than 550,000 images, including pictures of property façades. The system has made it possible for the city to more efficiently process tax receipts and to assess property improvements, often before the modifications are reported to the mayor's office. The integration has enabled the city to dramatically reduce its dependency on federal funding, making it a model installation for cities everywhere.
