Abstract
Unified Parcel-Based Cadastre and Registration System in Azerbaijan Track: Cadastral and Land Records Author(s): Emil Bayramov In Azerbaijan, the organizations registering certain properties were Bureau of Technical Inventory (rights registration of buildings, houses), the Ministry of Economic Development (buildings registration under State Land), and State Land and Cartography Committee (cadastral operations and right registration of Parcels). This was creating problems from the perspective of Property Unit Concept in which the parcel must exist and be registered before all rights and burdens can be registered. After new legislation mandating that all of the functionalities should be concentrated under one organization, a pilot Unified Cadastre and Registration System (UCRS) was prepared for the Autonomous Nakhchivan Republic of Azerbaijan. The parcel-based UCRS now helps nowadays in the improvement of cadastral and registration law, data security, spatial and textual data correctness, tracking of the procedures to minimize, security of rights and interests, and unification of the different organizations functions.
