Using GIS to Establish Neighborhood Boundaries of Hillsborough County, Florida

This paper will present how a GIS was used in the development of neighborhood boundaries for Hillsborough County, Florida. The Office of Neighborhood Relations developed this project to assist community groups, county departments, and other organizations in the building of partnerships that enhance and preserve the quality of life in Hillsborough County neighborhoods. In the past, information on a neighborhood association, including general location and contact information, was available. This information was submitted by the association. However, location inaccuracies were common. The new neighborhood boundaries were created by using several cross referenced data layers which included addresses, subdivisions, parcels, centerlines, and aerial photographs. Neighborhood leaders were also consulted in this endeavor. The neighborhood boundary layer will function on the county Web site as a point of contact to locate neighborhood associations, contact information, and activities of associations.
