Abstract
Real-Time Geo-Coding of Addresses Using ArcIMS Tools and Tele Atlas Data Track: Health and Human Services Author(s): Murray (Buddy) Hudson, Jared Shoultz, Angela Kneece, Ishwari Sivagnanam, Ravichandran Mahalingam South Carolina Department of Health and Environmental Control (SC-DHEC) has developed a process that geocodes in real-time up to seventy eight percent of the addresses instantaneously without any user intervention. SC-DHEC with the help of consultants used the toolsets in ArcIMS Route Server engine and Tele Atlas data to geocode the mother's residence address as they were entered into the Vital Records (VR) application created by Genesis. To streamline the geocoding process across the agency, SC-DHEC developed an application in C++ (.NET framework) using the ArcIMS Route Server engine and Tele Atlas datasets to geocode the addresses. The addresses that failed the geocoding effort by the VR and C++ applications were geocoded using StreetMap USA in an ArcSDE environment. Currently, C++ geo-coding application features are available as a Web service for the other internal divisions of SC-DHEC. SC-DHEC geocodes all the addresses in the VR database in less than 14 days.
