Eastern Carolina Council's Regional Crime Analysis and Mapping System (RCAMS)

Eastern Carolina Council (ECC), a nine-county region in eastern North Carolina, has developed RCAMS, a multi-jurisdiction system in which agencies share their incident data in a GIS format. This regional approach to crime analysis allows law enforcement personnel to allocate resources and perform spatial analysis for crime trends using incident data from contiguous jurisdictions. Data sharing allows crime analysts to determine the true amount of crime activity within and across jurisdictional boundaries. Participating agencies use ArcView to geocode incident data and forward copies to ECC. ECC GIS staff loads the data into ArcSDE and provides the data and information to the region through an ArcIMS crime analysis application. The goals of the project are to improve the allocation of resources for strategic and tactical patrolling, enhance communication among regional law enforcement agencies, and lower costs for crime analysis by sharing resources.
