Integrated Stakeholder Relations Database and GIS to Support Pipeline Operations

The pipeline industry has seen a dramatic increase in the use of GIS and related technologies to help track and maintain infrastructure and assets, as well as in dealing with the preparation of Emergency Response Plans (ERP) and maintaining stakeholder relations. There are many drivers for pipeline companies to develop and maintain an effective Emergency Response--Stakeholder Relations (ER-SR) database and GIS. These include regulatory requirements and legislation, business operational efficiencies, as well as general Best-of-Practice principles. This paper wil look at the different approaches to developing and implementing ER-SR tools for operational needs and how these tools are delivered to staff located at the head office, remote offices, as well as the field. BP Canada's Stakeholder Relations Database (SRD) system--a custom developed application based on the integration of DBMS and GIS technologies--is featured, along with a review of the chosen Application Service Provider (ASP) delivery approach.
