ArcIMS and Hummingbird's DMS in the Global War on Terrorism

The USACE Engineering Infrastructure Intelligence Reachback Center (EI2RC) is the "Hub" for reachback technical assistance to military deployments and civil-military operations deployed within the Major Commands. The EI2RC receives Requests for Information (RFIs) from within the Area of Responsibility and acquires the expertise needed to properly address these technical issues and/or problems. The EI2RC environment is classified up to the SECRET level. The SIPRnet EI2RC web portal enables the tracking of all RFI correspondence and supporting documentation through a combination of its online RFI submittal program, its online document management system, and ArcIMS. The EI2RC has maintained an Iraq Reconstruction IMS since the onset of the Iraq War. Recently, the spatial extent of the EI2RC's IMS expanded to include all "hot spot" areas as prioritized by USACE Intelligence. The success of the EI2RC is made possible through a combination of Hummingbird's Enterprise Document Management Solution and Esri's Enterprise GIS architecture.
