Philadelphia's Unified Land Records Databases, Address Integration, and Web Services

The City of Philadelphia has recently completed the development of a Unified Land Records System (ULRS). This includes the creation of a parcel geodatabase as well as an Address Integration system, which establishes a single, accessible repository for all addresses located within the City of Philadelphia. Addresses are stored in a standardized format and each is geographically indexed to parcels. Software components are able to accept badly formatted addresses, recognize common street aliases and abbreviations, spell-check against a street dictionary, and reformat addresses into the standardized format. The system operates on streams of fresh data, actively rebuilding links between addresses and parcels to reflect real world changes. The system establishes a robust, accessible infrastructure for providing comprehensive data services. Departments can "publish" their own data to the ULRS and take advantage of address standardization and cross-indexing it provides. Web Services allow developers to integrate ULRS data directly into applications.
