Land Suitability Assessment for Land Use Planning in South Korea

In South Korea, reckless development activities cause conflicts between development pressure and conservation need. To settle such problems, the Korean government enacted a new law, the National Land Planning and Use Law Act, at the beginning of 2002, which introduced Land Suitability Assessment Systems (LSAS). LSAS is a method to estimate land based on its physical, spatial, and environmental characteristics and then to classify it into several categories according to its suitability related to development, farming, or conservation. Recently, GIS became a major tool for urban planning, and LSAS has depended on various GIS functionalities. GIS satisfies certain requirement and makes it easier to execute LSAS. In summary, LSAS is applied as a pre-process of land use planning for target areas of government management, and the application of LSAS can improve the validity and efficiency of land use planning.
