Planning Support System Applications for Small-Town Business Park Site Design

In 2002, the City of Worland, Wyoming (population 5,000), completed a project assessment and plan for the North Worland Project, a community-based transportation, economic development, and recreational opportunities initiative. The plan outlined recommendations for the construction of a 450-acre industrial park, a multi-modal pathway around the park, and changes in intersecting railroad crossings and truck routes. The purpose of the North Worland Project is to boost economic opportunity, increase transportation safety, and enhance recreational opportunity. In 2004, ArcGIS 9 and CommunityViz Scenario Constructor 360 were used to create indicators related to land use impacts, transportation infrastructure, recreation opportunities, and environmental constraints associated with several alternate site development plans. Conducted with support from the Plan-IT Wyoming community planning initiative, these analyses provided local planners and decision makers with the capability to both quantitatively and visually evaluate opportunities and constraints for mixed-use development on this site over the next twenty-five years.
