Utilizing GIS to Address Military Encroachment

Encroachment has become a leading issue in military training and readiness today. Military training, essential to sustaining military readiness, requires adequate land, air and water resources in which to operate as well as a safe environment clear of obstructions, such as cell phone towers and large buildings. The Air Force developed the Resource Capability Model (RCM) as a method for measuring encroachment and availability of these resources to sustain mission readiness. By gathering data from the installations as well as local agencies and incorporating them into ArcGIS, the RCM provides a situational awareness to evaluate the availability of resources against set bench marks in a more effective manner than numeric data alone. GIS and the Resource Capability Model provide an example in which technology and community involvement have come together to proactively identify potential problems so that they can be mitigated before they impact military training.
