A Real-Time Production System to Maintain Building Footprints for NYC

There are nearly one million buildings within the City of New York. Buildings represent a major component of the built environment, and a host of City services touch these. The ability to uniquely identify, locate, and associate attributes and events to a building while maintaining currency has the potential to improve city services and efficiencies. The building footprint layer derived from planimetric layers from multiple year flyovers was an effort originally undertaken by the City immediately after 9/11 that was never fully completed. In 2004, the City began an effort to maintain the building footprints on a real-time basis. Instead of relying on periodic flyovers as the source of change, building permits now direct the effort. Workflow automation tools were developed for the editors using ArcObjects. A multi-user versioned ArcSDE/Oracle database was developed to manage the data. Future enhancements are planned to push out updates to agencies and subscribing systems.
