Time-Series Objects for Real-Time Water Balance Operations in South Florida

During design of its Arc Hydro Enhanced Database (AHED) and tools, South Florida Water Management District (SFWMD) Operations organized a team comprising operations staff, a consultant, and a leading academic researcher in Water Resources in order to address fundamental needs of an Operations Decision Support System. The team sought to leverage Arc Hydro's capacity to manage time-varying water data in a geographic framework. Of the many requirements two critical needs were identified: a near real time geographic display of the system state (water levels, flows, capacities); and the ability to view and analyze past, present, and predicted measurements of water levels, flows, and vertical fluxes to make daily operational decisions about the disposition of the water supply. This research led to new, fundamental concepts for geospatial time series objects with descriptive properties; with associations to spatial objects (structure, canal, basin); and with object methods that include groupings and relationships for balancing influx and outflux, on-the-fly units conversion, statistics, distribution of rainfall across watersheds, and accumulation through time. These concepts meet many basic needs in Water Resources GIS and guided creation of a new toolbox to fully realize the potential of the Arc Hydro framework.
