Relating School Desegregation to Housing Integration in Two Urban Centers

This study has three central objectives. First, it examines the relationship between school and housing integration in two large metropolitan school districts. Second, the study examines the extent to which school desegregation is a leading indicator predicting subsequent changes in housing integration. Third, since school desegregation in one of the two cities under study was effected voluntarily (relying on bussing minority students to previously white schools) and the other city school system was desegregated through court order (relying on magnet school programs to attract white family volunteers), the study contrasts the history of desegregation in the two cities to determine whether these school desegregation strategies might be differentially effective in changing residential patterns.
