Customized Decision Support System for Sewer Right-of-Way Tracking

A recently developed Right-of-Way (ROW) System at the Metropolitan Sewerage District (MSD) in Asheville, North Carolina is a practical example of how new technology has been implemented to support needs for ROW staff. The system includes several projects. One is a new application to track clearing projects on ROW easements. This would involve creating an innovative ArcMap-based user interface that allows easy visual assessment of projects with integrated form-based data entry. For the second project, there existed a long overdue need to update database tools and create mapping tools for managing the ROW acquisition process. Though most construction is contracted, all ROW access is negotiated and purchased by in-house staff. This project involved application development and the integration of information in scanned easement files with poor quality historic database records, current negotiation tracking database information, and existing GIS data.
