Pre- and Post-Disaster Data Collection in North Carolina

This project includes analyzing the requirements needed to collect, inventory, update, and archive the GIS data available for use in the state of North Carolina during a disaster declaration. The project focuses on the top five "greater hazards" as defined in the State Hazard Mitigation Plan: Flooding, Earthquakes, Wildfires, Hurricanes and Coastal Hazards, and Severe Winter Weather. This project analyzes the requirements for developing procedures to assess Digital Flood Insurance Rate Maps using data collected post-disaster.



This project includes the following activities: review of existing GIS data and resources available from public, private, state and federal sources; review FEMA disaster operations to determine what data is needed throughout the disaster assistance operation; perform stakeholder interviews; identify the IT requirements necessary; and compile the information gathered into a final requirements documentation set.
