Disaster GIS Response to Support Infrastructure Reconstruction

GIS is an integral part of Federal Emergency Management Agency's (FEMA) Public Assistance (PA) program after a disaster to assist in the decision-making process. The PA program provides supplemental Federal disaster grant assistance for the repair, replacement, or restoration of disaster-damaged, publicly owned facilities and the facilities of certain private nonprofit organizations.

This presentation will focus on the use and development of GIS for FEMA's PA program during the aftermath of Hurricanes Katrina and Rita at FEMA Joint Field Offices in Baton Rouge, Louisiana, and Jackson, Mississippi, and at FEMA headquarters. It will provide an overview of FEMA's PA program and GIS support, present specific GIS map products and application examples and discuss how the map products and applications were used to assist in the decision-making process. This presentation will conclude by providing specific recommendations on enhancing GIS support based on lessons learned from the extraordinary 2005 hurricane season.
