The Essential Role of GIS in Response Training Exercises
Track: Homeland Security/Homeland Defense
Author(s): David Luhan, Jason Caldwell

As the City and County of Denver prepare for potential disasters, both man-made and natural, they are counting on GIS data to get them there. Multijurisdictional data acquisitions create a common operating picture for the Denver metropolitan area. Planimetric data derived from high-resolution aerial photography is used extensively in Denver's regional training exercises. Used to plan, communicate, collaborate, and coordinate, the Denver regional information resource is used for large-scale maps and to perform situational analysis to avert serious injury and loss of life and property. Not knowing where an event will strike requires GIS technology to be used in situational exercises. The accurate inventory of infrastructure and terrain and the ability to access a regional perspective ensure that emergency response professionals are prepared, equipped, and trained for a strategic response to any event.

Denver simulates disaster relief by training its first responders using GIS across multiple security disciplines.
