Highway Department Integration with Noble County's Enterprise GIS

Noble County's enterprise GIS contains 73 layers primarily stored in an ArcSDE Microsoft SQL Server. One of the key goals that the Noble County commissioners envisioned for this GIS effort was the streamlining of local government. In 2003, Noble County's GIS project was launched with the purchase of digital orthophotography and various planimetric layers. During 2004 and early 2005, the majority of the initial GIS layers were created. The GIS continues to support Phase II enhanced 9-1-1 from its initial start in March 2005. The Highway Department devised several practical applications utilizing the GIS. This paper will demonstrate the benefits of an enterprise GIS in streamlining the driveway permitting process and managing highway infrastructure inventories. Specifically, this paper will cover the creation, integration, and use of right-of-way, sign inventory, line striping, culvert, speed limit, and driveway GIS layers.
