Increasing Statewide Tax Revenues through Web-Based Esri Document Management Integration

Alejandro Catalán, general cadastral coordinator for the state of Guerrero, Mexico, will share strategies for integrating Esri, GIS, and Laserfiche on a statewide level to drastically improve property tax collection rates and simplify the processing and maintenance of municipal property records. Guerrero combined ArcView/ArcIMS with document management software installed in the state capital of Chilpancingo to expedite the property tax collection process in 18 cities across state, boosting revenues and saving storage space. All states have full access to the central repository through Web connections. It is the only deployment of its kind in Mexico.



The system was expanded to the statewide level after the city of Acapulco saw tax collections increase by more than 137 percent in three years with a smaller version of the system. Catalán will explore the intricacies of implementing such an integration and how to seamlessly take a city-sized installation to the state level.
