Spatially Extending a Regulatory Compliance Management System Using ArcGIS Engine

This presentation describes recent efforts of the Minnesota Pollution Control Agency (MPCA) to spatially enable its existing legacy DELTA regulatory compliance and management system. The current system is based on Oracle DBMS and PowerBuilder technology. Project work involved designing and developing separate, interoperable GIS extensions to DELTA including an ArcSDE geodatabase, C## .NET ArcGIS Engine application, and a set of Oracle Stored Procedures.



These new components now allow agency staff to browse and query DELTA data in a spatial format as well as edit the locational characteristics of records as part of standard data maintenance workflows. The new components also manage integrity and synchronization of data between the core DELTA nonspatial database and new GIS database. This presentation reviews final GIS component functionality, design decisions made, and lessons learned in ensuring spatial-tabular data integrity management.
