The Challenges of Building a GIS Economic Development Application

The City of Chicago, after attending the Esri User Conference, was determined to build an economic development tool that used GIS technology to feature properties available for development within program geographies, offering incentives and assistance. Consensus on the business need drove the process, but there were numerous challenges that existed in building such an application. Where and how do you collect business real estate data and how do you maintain it? Who builds the application, what blend of technology do you employ, what features and functionality do you include, and how do you pay for it? What types of reengineering or tweaks are appropriate after a certain time? How do you market the product? How do you evaluate its impact? Focus will be on bringing the technology together with business needs and how local goverments struggle with the components, the cultural issues, lessons learned, status, and going forward.
