Web-Based GIS Engineering Plan Archive System Utilizing Linear Referencing System

The Illinois State Toll Highway Authority (ISTHA) has been managing record drawings since its inception in the 1950s. The management of these engineering plans presented a number of challenges including office space consumption, access management by user role, and maintaining an accurate catalog of plan sets. ISTHA decided to develop a new digital system called I-Plans that is tied to their linear referencing system (LRS) of the highway network within the GIS. The application was built to capture engineering plans from Mylar, paper or microfiche format into PDF and to relate them to the LRS. The application extends ArcIMS and offers Web-based administration tools to manage users and archive record plans and an error-tracking tool to help correct both data and application errors. Hosted at ISTHA's public Web portal, the application allows online access to the archived plans through both text and map-based search tools.
