Using Expert Knowledge and ArcGIS to Improve 911 Response Systems

Improving the spatial data associated with a new 911 computer-aided dispatch (CAD) system is a task that the GIS Unit in the city of Oakland, California, had been assigned to perform. Switching from a traditional record based-system to the new CAD necessitated that the Expert Knowledge built into the existing record-based format be transferred to the new street centerline and polygon-based format. Having chosen ArcGIS to complete this task, the city leveraged the knowledge of non-GIS experts through a series of processes. Through the tools provided in ArcGIS and Network Analyst, the GIS Unit integrated Expert Knowledge to increase the accuracy of the spatial data driving 911 response.
