Creating an Interoperable Common Operating Picture for Regional Homeland Security

The Emergency Management Mapping Application (EMMA) is a Web-based mapping application, built upon ArcIMS and ArcSDE that provides a Common Operating Picture for homeland security. EMMA displays geospatial data from various sources including real-time data. Developed by the Towson University Center for Geographic Information Sciences (CGIS), EMMA enables first responders and emergency managers identify incident locations from the field, generate location-specific reports, visualize incident locations via maps, perform site-specific analysis, and coordinate response efforts. The presentation will also introduce the Maryland Emergency Geographic Information Network (MEGIN). MEGIN, which was developed by CGIS as part of a U.S. Department of Homeland Security information technology grant, demonstrates the ability to securely search for and share information via the GIS Portal Toolkit. These tools have been developed and deployed across the state of Maryland and represent a repeatable model for other local, state and regional homeland security efforts.
