Implementing Enterprise GIS in State Government

A model for the implementation of enterprise GIS is presented. The model was developed for implementation at a state agency level, and is based on the concept of access to enterprise information assets for all levels of users. A four-level user model is described that defines the continuum of users from the non-GIS user, who seeks only information, to the most experienced "power user" who develops data and applications. The model also develops approaches to serving information to users both inside and outside of the organization. Implementation of this model can be accomplished with a staff as small as three persons and can accommodate a phased approach that minimizes budget limitations.
