Advanced Impervious Surface Mapping Achieves ROI for Denver's Stormwater Utility

The City and County of Denver's Wastewater Customer Service section administers a storm drainage bill to all property owners by mapping the impervious surface area contained within a parcel to determine an impervious area, ratio, and bill. Maps are presented to rate payers that display and summarize the impervious surfaces on their individual property. This has proven to be an equitable, justifiable, and an indisputable method of administering a stormwater utility. Revenue generated from this effort is used directly toward the maintenance, operation, and improvement of the stormwater collection system.

Denver has recently focused on utilizing near infra-red data to perform automated feature extraction of impervious surfaces. Impervious surface mapping optimization is critical to providing Denver's citizens the most timely, accurate bills possible; helping the City realize more benefit at a lower cost; and providing basemap imagery from which additional mapping can be performed at incremental cost.
