Evaluating Charlotte, NC's Growth Management Strategy Using GIS

Over the next 25 years there will be approximately 350,000 more residents in Charlotte, NC. This growth, while providing great economic opportunities, will bring significant challenges for transportation and land-use planning. Therefore, policy development, adoption, and evaluation are important in guiding implementation strategies and achieving transportation-related goals. The City is using GIS to help explain its growth challenges both visually and statistically. This approach allows transportation planners and decision-makers to develop and adopt strategies that will accommodate the increase in growth while protecting the quality of life. For example, the City is implementing its Centers and Corridors growth management strategy by annually tracking residential and non-residential targets to determine if the Centers and Corridors goals are being met. This paper presents a methodology that annually tracks these targets using GIS for the purpose of reporting the results to elected officials to evaluate the City's Centers and Corridors growth management strategy.
