Build Situational Awareness: Net-centric and Multi-agency Environment

The Air Force Academy's GIS Research Center will share lessons learned from working with multiple agencies (state, local, DoD, and DHS) to build a "User Defined Operating Picture" (UDOP) for situational awareness during emergency response. The project leverages the unclassified portion of the net-centric "Global Information Grid" to provide decision makers with a comprehensive geospatial picture. The picture is created from geographically distributed data derived from a myriad of sources (data bases, aerial and ground vehicles, satellites, and CBRNE sensors) owned by multiple organizations.

We will present a brief history of the project. Most of the presentation will identify and discuss major policy and technology challenges we faced. The presentation will close with a look at the revolutionary change that is occurring with the net-centric and multi-agency situation awareness picture.
