Geographic data used in GIS is composed of different time, places, and attributes. Time component is generally fixed in representation the geographic data. Most of the mapped data demonstrates the situation of an instant which was captured from the historical state of it. Within the last decade temporal databases are on the agenda. The time component which is accepted as 4th dimension became a hot topic for developers in GIS industry. In this paper a spatio-temporal GIS data management system is proposed in order to detect the urban expansion of city Istanbul with in 30 years. Landsat satellite images are usedto support the analyses within the time period of 1972 to 2002. The main idea is to create a conceptual design of spatio-temporal database in order to evaluate and analyze the expansion of the city within time. It is believed that the results reveal valuable information for planners, decision makers, and technology developers.
