Modeling Parcels in Oxford County: From Librarian to the Geodatabase

The County of Oxford has used an integrated cadastral model in GIS for the last 22 years. From its inception, this model has presented a unified view of ownership and taxation parcels across the County, including a cross-reference between PIN and Assessment Roll information from Province-level agencies. Highly innovative for its time, it's known as the 'master cadaster'. It was originally implemented using an ArcInfo coverage and Librarian data model, editing being done with an AML application called PEdit. GIS techniques and software technology have moved on, and we finally are too. A geodatabase modelling exercise has been undertaken with Esri Canada staff, based on Esri's Municipal Data Model. Our editing environment will shift from ArcInfo Workstation to ArcGIS Desktop 9.2. This presentation will give an overview of our modelling process and the transition, and positives and pitfalls along the way. The adapted data model will also be described.
