GIS Support in the Incident Command Center (EOC)

The City of Greensboro, NC (population 230,000) has developed GIS applications and processes that support three NIMS compliant Incident Command System areas for Planning, Operations, and Logistics in our Emergency Operations Center. Prior to events we maintain layers needed by incident commanders such as congregate sites along with resources such as traffic control devices. During events, we employ Esri's model builder to aggregate and geo-reference incidents from 911, the City's Call Center, and our enterprise-wide work order/asset management system. This information is displayed in real time for command staff and decision makers in the EOC and then published using ArcReader and ArcIMS to first responders and technicians in the field. Following an event, senior decision makers employ this same information when planning for post-event operations and cost recovery.
