Estimating Evacuation Ratio in the Great Hanshin-Awaji Earthquake
Track: Disaster Management and Emergency Response

The purpose of this project is to clarify the relationship between the long-term evacuation ratio and the degree of building damage in the case of the Great Hanshin-Awaji Earthquake in 1995 by using ArcGIS. The specialty lies in proposing the geographical range of shelter to analyze the relationship quantitatively. The process of analysis is as follows: giving coordinates to each shelter in Kobe-city using geo-coding system provided by Center for Spatial Information Science at the University of Tokyo, calculating the number of refugees in each shelter and investigating the structure of damaged buildings within the range of each shelter, and analyzing the behavior pattern of evacuation in accordance with degree of damage focusing on structure type and use of building. The outputs of this project would be useful in making the evacuation plan, such as the location of shelter and allocation of goods.
