Connecticut Implements a Homeland Security and Emergency Management GIS System

The State of Connecticut is embarking on the implementation of an enterprise GIS to support emergency management planning, prevention, response, and recovery at the state Emergency Operations Center. The state is applying both the lessons learned from participation in the TOPOFF3 national terrorism preparedness exercise and a follow-on needs assessment and requirements analysis conducted with key event responders to design a system to enhance decision-making and communication in largescale emergency scenarios. While the project is being undertaken to primarily support emergency management operations the overall system architecture is being designed to serve as the fundamental infrastructure of a statewide enterprise GIS. The presentation will cover the history of the project, funding sources, efforts made to secure and support the project, key stakeholders and champions, the current implementation status, lessons learned to date, and the future vision for the system.
