Implementation of a Security Framework for C/JMTK-Based Net-centric C2 Applications

Many DoD C2I mission applications are transitioning to C/JMTK to satisfy their geospatial data management, analysis and visualization requirements. This paper describes a security framework for ArcGIS- and C/JMTK-based net-centric solutions. Specifically, this paper will describe a technical approach based on the CardSpace API and the WS-Security standard for implementing a PKI solution using server and client ArcGIS technologies. The server-side framework components of the framework are for ArcGIS Server and ArcIMS. The framework supports client-side development of thin-clients, ArcMap extensions, as well as development of custom applications using ArcGIS Engine. Mutual assured authentication, client side certificate, server side certificate and message signing will be described in the context of a reference implementation.
