Abstract

The Reengineering of Local Government through Enterprise Information Management Systems
Track: State and Local Government
Author(s): David Kunz, Dan Freed

Local governments have increasingly leveraged information technology to transform relationships with municipal government and citizens. To build on these advances, innovative governments continue to seek new ways of maximizing municipal and citizen value. Sussex County, through the integration of GIS, Electronic Data Management Systems, and Information Technology, has initiated a multi-phase/multi-year implementation plan delivering information management services to constituents through shared services agreements and increased the efficiency of their work processes. These improvements will lead to greater citizen satisfaction, increased government transparency and significant reductions in operating costs.

This presentation will provide an overview of the need for the paradigm shift to streamline service delivery, the technology used to deliver the proper tools to manage information securely and effectively, the integration of GIS and EDMS as part of an Enterprise Information Management System, compliance Records Retention standards, and the reengineering of an organization in both process and organizational structure.
