Using GIS in the Emergency Operations Center

The role of GIS in the Emergency Operations Center (EOC) has been expanding in recent years due to its inherent capability to serve as a data fusion environment. During a crisis, information from a variety of sources can be integrated into a Common Operational Picture using GIS so that decision-makers can plan and manage situations better. Elements can include realtime weather, plume models, GPS and other visual intelligence.



In addition to assuming a central role within the EOC, GIS can also be utilized in a mobile, or virtual EOC environment. Emerging technologies, techniques and data sources will be discussed. Real world case studies will be shown, including examples from Hurricane Ike, which struck Galveston, Texas in 2008.
