Mitigating Vandalism with the Graffiti Analysis Tool in Riverside, California
Track: Law Enforcement and Criminal Justice
Author(s): Matt Keeling

The City of Riverside has developed the GAT (Graffiti Analysis Tool) application to facilitate the removal and mitigation of graffiti through the prosecution of taggers. GAT permits the tracking of all graffiti in the city by a variety of criteria. This allows the costs of graffiti removal to be correctly allocated and a proper chain of evidence constructed for prosecution. The application uses RICOH GPS cameras to gather locational information as well as the image of the actual graffiti. ArcGIS Server, ArcSDE and several other technologies are used to make the data easily available to city staff involved in reacting to and preventing vandalism. The application has been well received by all city departments and has been effective in the mitigation of graffiti in the City of Riverside.
