Fire personnel require quick access to information during emergencies. Often, the first glimpse firefighters have of an emergency scene takes place upon arrival on the scene. This allows only seconds for critical risk assessment, strategic, and tactical decisions to be made. Historically, pre-incident planning involved gathering information about a building, writing it down on paper, and storing it in cumbersome binders on the apparatus. This type of information management system has proven to be ineffective, inefficient, and non user-friendly under response conditions encountered by firefighters. This case study will describe the progression of an information intensive mobile system, utilizing the power of GIS, which brings pre-incident planning into the apparatus and puts critical data in the hands of firefighters. The case study will discuss: the basic needs assessment, the extensive scoping process, the multi-agency and stakeholder acceptance process, the data gathering phase, and the actual implementation of the system.
