Policy Analysis Tools for Modeling Freight Transport Costs/Emissions

This project describes the continuing development of the Rochester Institute of Technology and University of Delaware Geospatial Intermodal Freight Transport (GIFT) model. Through the use of ArcGIS custom commands and Network Analyst, an analysis interface that includes a novel emissions calculator for policy analysts was created, allowing the user to input field data and literature values for environmental, economic, and energy costs related to intermodal freight transportation in North America. Network Analyst uses these values to solve for the optimal route from origin to destination based on a user-defined objective, such as minimized air emissions (such as CO2, PM10, NOx, and SOx), operating cost, and/or energy use. The GIFT model allows an examination of environmental trade-offs associated with different modes of freight shipment including rail, truck, and ship. A case study will be demonstrated during the presentation illustrating our approach and some challenges we have overcome.
