Developing a Terrorism Threat Assessment Tool Using a GIS Framework

The Arup Terrorism Database (ATD) is a huge recorded dataset of terrorist incidents and other similar militant and separatist security incidents. The analysts maintaining the ATD record information for each incident across several fields, some of which ensure that each incident is fully georeferenced. This has enabled the development of a GIS-based front-end to the ATD allowing the tool to be used for stronger analytical purposes. The commercial application of this tool can be shown to add value across various industries and sectors including insurance, supply chain management, asset management, and portfolio analysis. This paper highlights the basis of the ATD, the development of the GIS-based front-end, and shows examples of how the tool has allowed more in-depth analytical assessment of threat from terrorism in given regions.
