Net-Centric Collaboration and Situational Awareness with User-Defined Operational Picture (UDOP)

Historically, government organizations have developed “operations centers” as hubs for command and control functions. Over the past decade there has been growing interest in shared situational awareness and collaboration as networking capabilities of these organizations have seen significant improvement. This has resulted in development of User-Defined Operational Picture (UDOP) technology that allows highly tailorable geospatial visualization products. USAF Electronic Systems Center is developing a Net-Centric UDOP capability that relies system design patterns that include Service Oriented Architecture (SOA), plug-in mechanisms, layer/filter models, and loose coupling. The discussion will highlight the value of CJMKT in the Services and Application layers of this Net-Centric capability that is operating on JWICS, SIPRNET, and NIPRNET. This UDOP technology employs ArcGIS Server, ArcGIS Explorer, as well as Satellite Toolkit (STK) components to support warfighter use cases that include satellite conjunctions, missile/rocket launches, weather events, sporting events, VIP motorcades, etc.
