Developing a Mobile Application to Inventory Buildings and Properties

In the fall of 2009 the City of Hartford's Development Services Department, which includes the Housing Code Inspectors, decided to inventory all of the properties in the City to get an accurate assessment of the amount of blight in the City. This inventory would provide them with up to date property information which would enable them to focus their rehabilitation efforts on the blocks in the City that needed the most assistance. In addition to observing blight, they also wanted to collect information on the properties that had housing code violations (i.e. tall grass, weeds, buildings in disrepair, trash, etc.). This would enable the City to site and or fine the property owners to improve the neighborhoods for the City's residents. This presentation will describe the process the GIS staff went through to develop a mobile application to perform this task utilizing: ArcPAD 8.0, tablet PC's, web cameras, and GPS.
