Planning and Mitigation for Disasters in Hennepin County, Minnesota
Track: Disaster Management and Emergency Response
Authors: Katherine Hurley

Hennepin County is the most populous county in Minnesota with 1,122,093 inhabitants, which is one-fifth of the state's population. Hennepin County contains a large portion of the seven-county metropolitan area. The metropolis area accounts for 60 percent of Minnesota's population and is the sixteenth largest metropolitan area in the United States. The size and population of Hennepin County makes it vulnerable to a number of emergency situations. This study details the steps and methodologies needed to develop an efficient Geographic Information Systems (GIS) database, create a suitability assessment map, and implement a model identifying vulnerable areas that can be utilized by Hennepin County in the event of a disaster.
