Abstract

Bexar County dFIRM Project Management Utilizing ArcGIS Server & ArcSDE
Track: Water Resources
Authors: Jose Fernandez, Rell Fowler

In 2004 FEMA's Map Modernization Project chose Bexar County to update the Flood Insurance Rate Maps (FIRM) and create a digital version (DFIRM). The San Antonio River Authority (SARA) was selected as the project lead. The project consisted of multiple governmental and private entities for over-sight, surveying, modeling, data creation and mapping. The projects next milestone was incorporation of FEMA approved Protest/Appeals/LOMC (Letter of Map Change) submitted by the constituencies of Bexar County. SARA along with their consultants utilized ArcGIS Server and ArcSDE to develop a work-flow to assure the modification process and to maintain a single up-to-date Geodatabase. ArcGIS Server and ArcSDE supported websites, ArcMap Services as well as Geodatabase access to maintain constant up-to-date communications between all entities from local to federal levels. A lessons learned review from this project will help to illuminate intricacies of a complex process resolved with GIS and internet based technologies.
