Building a Citizen Centric GIS Web Portal: A Case Study

The City of Indianapolis/Marion County has deployed a web-based "My Neighborhood Portal" for the citizens of Indianapolis and Marion County. The portal, with its mapping portion of the application built upon the ArcGIS Server 9.3 JavaScript API, uses REST/JSON to communicate with five separate ArcGIS Server-based web services to return information from more than 100 GIS layers regarding various services available within or near a particular neighborhood. The significance of this project to the city and county and its citizens will be discussed in addition to the approach, technology, and architecture used to develop and deploy the application.
