Developing & Implementing a GIS-Based Drain Apportionment System

The Oakland County Water Resources Commissioner's Office (WRC) has recently implemented a GIS-based Drain Apportionment Inventory and Reporting system. This application accurately apportions costs for the establishment and maintenance of the drainage system serving the communities within Oakland County. It replaces a cumbersome system that involved a series of spreadsheets, Access databases, paper maps and a mainframe system. The new system saves at least 50% of the staff time while significantly improving the quality of the data. The Drain Apportionment Inventory and Reporting system is a desktop application designed using a series of ArcGIS Engine tools and a SQL Server database to help WRC with complex computations. It also includes a complete reporting system for quality control and for producing final reports for the County Treasurer's Office and the communities within the County. This presentation will focus on the development, business logic & implementation of this system.
